Why would a spacecraft need a solar system "GPS"? They have stars and planets. Maybe signal delays give you more accurate distance/location.

In RO/RSS I used separate procedural computers for first and second stage, but there wasn't enough avionics. I had to have the whole control with the first stage avionics.
