upon launching ckan, an exception is thrown. i tried delerting the exe and re downloading the latest, but the problem still persists

idk if its relevant, but im on a wired(ish) connection, usb tethering internet from my phone. all other applications use the internet fine

The invalid file makes it into the cache, ~~but when it comes time to use it, the hash is checked and it's treated as non-cached~~.
