That's working; it's the notification when a new release is added to an existing mod. The thing that's broken is when a new mod asks to be indexed via the CKAN checkbox

Those work by two independent mechanisms

The broken one is using GitHub. It used to have a special GitHub bot user called Space-Duck, which disappeared about a year ago. Without that user, it can't create pull requests.
