because yes they are both 방화, however the hanja, which is the underlying meaning based on chinese characters, are different. "Fire protection" is 防火 and "arson" is 放火, you can see the very slight difference there in the character

it would be a similar case to "dough" and "doe" in english

the 2nd character is "fire" so for fire-protected you have 防 which is equivalent to -Proof or "protected against" and then you have 放 which is to discharge or let loose, to expel or to set something free. so that would be setting something on fire
