Technically it can, yes. But it doesn't make much sense to index mods without their dependencies, and just leads to broken installs because people are then missing dependencies that CKAN usually takes care of.

Without more information this is very hard to debug, but that sounds suspiciously like sunflare dithering. Is scatterer installed?
