raptop, having done both I would say a Discord is the better choice for a departmental thing, particularly if nobody's putting up funds. Free Slack would probably be okay for a research group, but you very much should _not_ use it as an information store

re: an IRC channel, freenode would probably be a sane home for such a thing, I think they'd be okay with that?

My advisor is messing around with blackboard stuff, but I think that assumes always video, while something partially async/text based seems more useful
