anyone know if there's a way to see what science tier a part is via MM? I'd like to make a patch that increases the cost by tier - essentially making it so it is more expensive the higher the tech

I don't think so. You'd have to quantify tier by cost range, probably, and then write multiple patches to do the multiplication.

i know i can grab the tech tier, so that's all good, but then we have mods like community tech tree that shuffles things around

And that's basically what you want to do, figure out the node a part is in and then adjust its cost based on the node's tier.

That's something you'll probably have to write a plugin for, I don't think MM can do that from the looks of it.
