<Glen> I've looked in the Github issues tab and can see that a lot of tickets for this problem were opened 14 days ago but all of them have been closed with no notes about how to fix this.
<Glen> I've also tried using http://0.0.0.0/ as the repository and get the same error.

<Glen> scribbles I am using the latest from Github. I've also tried the previous version.
<Glen> Both of them fail to handel https connections to Github.
<Glen> http works though.
<Glen> It works when I host the files on a local http server and direct CKAN to get the master.tar.gz from 0.0.0.0

<Glen> All https downloads fail with (TLS Support not available.)
