depends on how your stuff is designed I guess. You can have modules return a value that tells the bot if the message should be passed on to other modules or not

I'd say that when a module registers a command it should give a pattern to main, then main checks through the list of patterns to find what module to send it to; then depending on how you impliment it you could definitely sort the list by hits
