honestly, the LETTER feels too early. The devs have been clera that they'll be actively supporting modding, just not immediately. They need to limit it at first to focus testing and get good bug reports; if you're modding the stuff they're testing, it means your results are useless in fixing the issues.

that's potentially part of it: more serious people more likely to submit good bug reports. I think it also is about how far along everything else is; i don't think they're planning on a really long early access period, and so the thinking is lower risk and shorter EA period means higher starting price.
