I thought utilization was to account for the fact that tanks are lozenge-shaped, but occupy a cylindrical space?

ambulatorycortex utilization is just to say how much of a given volume of a tank can be used for resource allocation.

FYI tanks that have gasses have a higher utilization factor to simulate compression
