<darsie> Izzy: From KEO you need about 1000 m/s for a high orbit. Once you circularize there you're still relatively slow, so you don't need much dv to cancel your speed to get Pe down to 70 km.
<darsie> so to get back from high circular orbit you just need to reverse the circularization burn.
