I'm working on simulations of possible exoplanet surveys with upcoming instruments, and we'd really like to get radial velocity precisions of 1-3 cm/s.

Assuming an instrument that is sufficiently low noise, we still need enough light that the photon noise is down in that range. This gives prohibitively long exposure times for many stars and telescopes.
