its like you said, the atmosphere renders over the rings, so in map view to avoid the ring obstruction it gets set lower than it should. its a hack, but it doesnt cause any major visual issues in flight

If you had a really small red dwarf and orbiting it was a planet with mass between saturn and jupiter, but really low and hot, the planet would be bigger than the star.

as the size of the planet gets smaller the range for the inner/outer radius of the rings goes increasingly smaller, meaning at about kerbin size the rings are limited to a small band causing issues
